IGP’s Christmas and End of Year Message

I wish to use this opportunity on my own and on the behalf of the entire Uganda Police, to congratulate all Ugandans and visitors in the country, and wish them a very happy festive season. The festive season is meant to be a time of thanksgiving and celebrations. Therefore, amidst all the joy and excitement that the season brings, I urge everyone to reflect and give thanks to the Almighty God, for having guided us through the many challenges in this year. I do greatly thank you all for your level of patience tolerance and endurance, and look forward to a more Prosperous 2022.

Just like last year, we continue to celebrate the festive season amidst the unprecedented challenges of COVID-19, and impact on many families, businesses and communities across the country. It has meant many sacrifices in the daily lives of many Ugandans and visitors. We are currently, faced with another significant risk of the new Omicron variant, which if we do not take seriously, will cost us many more lives and other health risks. In addition to the pandemic, we are also faced with the challenges of domestic extremism including the emergence of a new rebel group “The Uganda Coalition Forces of Change, (UCFC), seeking to exploit the festive season.

Although these festive threats exist, the Joint Security Agencies are more than prepared this time round and dedicated to combatting all security related and violent crimes targeting the Ugandan public and visitors to the country. As you have already witnessed so far, we have been able to disrupt and dismantle several ADF terror cells in the country and intensified operations along our boarders to prevent illegal crossings, jointly pursued perpetrators involved in terrorism financing, incitement, mobilization, recruitment and radicalization of vulnerable Ugandans. We jointly, managed to arrest several agents, collaborators and operatives linked to these acts of domestic terror and violent crimes like the machete wielding assailants in the Greater Masaka. Some of the terrorists were eliminated during our counter-terror operations, while four suicide attackers got killed. I therefore, want to use this opportunity to thank Ugandans for rejecting terrorism in all its forms in exchange for our fundamental values of liberty, humanity and freedom.

As the Joint Security Agencies, we have worked hard throughout the year in dealing with the other crimes as well. Again, this year, we anticipate a further reduction in crime, across key categories including organized crimes, burglary, robberies, cattle rustling, theft of motor vehicles. We however, still see a prevalence of cases of domestic violence, for which we are going to re-engage with all our communities and work with them in protecting all vulnerable people from those who victimize them.

We further enhanced our policing initiatives, with the roll out of the CCTV cameras in Municipalities, Highways and urban times. This Anti-crime infrastructure was very critical in aiding our investigations into the Masaka murders, the attempted assassination of Gen. Katumba Wamala, and the deadly suicide attacks in Kampala; we have also installed the Automated Fingerprint Information System (AFIS), and the Criminal Automated Biometric Identification System(CABIS) and DNA machine which enhanced our forensic based investigations, re-organized the Anti-stock Theft Unit (ASTU) and boosted it with Aerial Surveillance that has helped fight cattle rustling in Karamoja, recruited and trained 10.000 PPCs over the last two years and this has increased police visibility greatly.

In addition, we have promoted the welfare of our personnel by effectively streamlining the operations of Exodus SACCO, promoted inspectors and NCOs, built up a formidable sports team that won Uganda medals at the Olympics, completed 420 housing units at Naguru, 84 housing units in up country stations like Bukedea, Sironko, Mulanda, Kween and Budaka; also constructed and commissioned 11 police stations in Kyenjojo, Lyantonde, Paidha, Sironko, Luuka, Namutumba, Mulanda, Kween, Budaka, Bududa and Budaka police station as well as the Regional Headquarters of East Kyoga, and the vehicle maintenance center in Soroti.

I would like to greatly thank all members of the Joint Security Agencies, all volunteers, partners, colleagues, the media, for all their hard work and sacrifices, day-after-day, throughout the year. I am truly grateful to them all for the differences they made in promoting peace, safety and security in our country.

Therefore, as we all celebrate the holidays, let us all take time to recognize the brave officers, who are on duty, to keep the country safe. Let me also use this opportunity to honor all our officers who have lost their lives in the line of duty. Their ultimate sacrifices, diligence and love for the country, is remembered during this festive season, as we pray for their loved ones.

As I conclude, I wish to remind all Ugandans and visitors, to remain vigilant and take appropriate precautions to reduce the risks of terrorism, COVID-19 and violent crime, leading up to, during and after the festive season. And to further thank you all for your support to us, over the past year.

Apple Must Answer Shareholder Questions on Forced Labor, SEC Says

The U.S. Securities and Exchange Commission has declined an effort by Apple Inc. to skip a shareholder proposal asking the iPhone maker to provide greater transparency in its efforts to keep forced labor out of its supply chain.

A group of shareholders earlier this year asked Apple's board to prepare a report on how the company protects workers in its supply chain from forced labor. The request for information covered the extent to which Apple has identified suppliers and sub-suppliers that are a risk for forced labor, and how many suppliers Apple has taken action against.

In a letter from the SEC reviewed by Reuters on Wednesday, regulators denied Apple's move to block the proposal, saying that "it does not appear that the essential objectives of the proposal have been implemented" so far.

The letter means that Apple will have to face a vote on the proposal at its annual shareholder meeting next year, barring a deal with the shareholders who made it.

Apple did not immediately respond to a request for comment.

American lawmakers last week passed a bill banning imports from China's Xinjiang region over concerns about forced labor.

"There's rightfully growing concern at all levels of government about the concentration camplike conditions for Uyghurs and other Turkic Muslims living under Chinese government rule," Vicky Wyatt, campaign director for SumOfUs, a group supporting the shareholder proposal, said in a statement on Wednesday.

Apple routinely asks the SEC to skip shareholder proposals, and the requests are granted about half the time.

The SEC also denied Apple's request to skip a shareholder proposal that would give investors more information about the company's use of nondisclosure agreements.

Australian Research Identifies Kidney-Protecting Gene

Researchers in Australia have identified a gene that indicates the kidney has its own way of resisting damage. However, they have also identified a mutation of the gene that can in patients with, for example, diabetes, trigger the development of renal disease.

A gene called VANGL1 has been found to help stop the immune system from attacking the kidney. But Australian researchers say the genetic mutation, which is present in about 15% of the population worldwide, can cause renal disease in patients with diabetes and other autoimmune conditions.

The mutation is highly prevalent among indigenous people on the Tiwi Islands, 80 kilometers from the city of Darwin in the Northern Territory. According to the study, just less than 50% of the islands’ residents have the genetic mutation.

The islands’ recorded rates of kidney disease are four times those of mainland indigenous Australians and about 11 times that of non-Indigenous Australians, according to researchers.

Dr. Simon Jiang is from the John Curtin School of Medical Research at Australian National University. He says the mutation is mostly benign in healthy adults.

“If your body is not inflamed and you are otherwise healthy, it is probably not too much of an issue. It is when you have another condition that occurs on top of it. And so in the Tiwi Islands, rates of infection, of diabetes and probably some immune diseases, are a lot higher than the rest of Australia. And so, when you have that process happening within your body, what is initially a reasonably benign mutation suddenly takes on a new turn and becomes something that is really bad news for the kidney,” Jiang said.

The study could lead to better transplant screening that would identify potential donors who have the genetic mutation.

The study was published Wednesday in the journal Cell Reports Medicine.

CUAMBA SOLAR PV and ENERGY STORAGE REACHES FINANCIAL CLOSE

MAPUTO, Mozambique, Dec. 21, 2021 /PRNewswire/ — Globeleq, the leading independent power company in Africa and its project partners, Source Energia, a Lusophone Africa energy developer and Electricidade de Moçambique (EDM), the Mozambican national power utility, have reached financial close on the 19MWp (15MWac) Cuamba Solar PV plant with a 2MW (7MWh) energy storage system.

Globeleq - Powering Africa's Growth

The US$36 million project located in the Cuamba district, Niassa province (about 550 km west of the coastal town of Nacala) will supply electricity through a 25-year power purchase agreement with EDM. The project is the first IPP in Mozambique to integrate a utility scale energy storage system and includes an upgrade to the existing Cuamba substation.

Once operational, the Cuamba Solar plant will supply enough power for 21,800 consumers, and over the life of the project is expected to avoid the equivalent of more than 172,000 tonnes of CO2 emissions. First power is expected to flow in the second half of 2022.

The Emerging Africa Infrastructure Fund (“EAIF”), a member of the Private Infrastructure Development Group (“PIDG”) provided US$19 million in debt funding, with PIDG’s Viability Gap Funding (VGF) grant facility providing US$7million to enable an affordable tariff, fund essential grid upgrades and an energy storage system for EDM. CDC Plus, the technical assistance facility of CDC Group, has contributed a US$1million grant towards the battery energy storage system.

Olivia Carballo, a Director at Ninety One Ltd, the managers of EAIF, commented: “This is a pioneering project for EAIF and PIDG. Globeleq will oversee the construction and operations of the power plant, supported by Source Energia.

Uganda: 17 suspects escape from police cells; 2 guards detained

An unidentified number of suspects have broken out and escaped from Jinja Central police station cells.

The two guards who were assigned the responsibility of keeping watch on the suspects throughout the weekend have since been arrested and detained at the same Jinja police station awaiting prosecution.

It is reported that the suspects used a metallic tool to break the padlock at around 8:30 am Sunday and then fled off as the cells guards looked on.

Eyewitnesses say that some of the suspects fled through the main police entrance and exit points, whereas, others jumped over the wall and escaped through the regional fire and rescue services department.

Shaban Musonke, a saloon operator opposite Jinja central police station’s main entrance point says that the suspects fled amidst chanting and some were seen jumping onto boda bodas that always park beside the neighboring commercial buildings.

Police authorities are yet to avail the correct number and particulars of the suspects who broke out of custody, however, a detective who spoke on condition of anonymity says that the suspects were 17 in number.

He says that they are largely petty crime offenders who were arrested during police-led curfew operations within the week.

When contacted, Kiira region’s police spokesperson James Mubi says that their teams are still gathering relevant data concerning the incident and an official statement shall be released after finalizing the compilation procedures

8 SUSPECTS BEHIND DEADLY ATTACKS ON POLICE OFFICERS ARRESTED. TWO GUNS RECOVERED

The Directorate of Crime Intelligence in close coordination with FSU , and the Territorial Commanders in Wamala Region, have made a break through in their operations and arrested 8 suspects who form part of a newly formed rebel group, the Uganda Coalition forces of charge (UCFC), with other members, to purposely carry out violent attacks on security personnel and other civilians targets. The group is highly connected to the deadly attacks on 4 police officers attached to Busujju Police Station and Nakasozi Police Post respectively. 4 guns were robbed during these deadly attacks.

The facts gathered indicate that the collaborators, agents and operatives of the rebel outfit, opened two camps in Mityana district. One of them was at Wabunyira -Busujju and the other one at Kikandwa village. It is from these camps that their operatives lured two police officers namely; CPL Okech Alfred and PC Kigongo Moses, into an ambush where they killed and robbed two guns from them.

The operatives deserted the two camps, after the deadly attack at Busujju and shifted their base to the wetlands at Kabusi village, Bukuyo Town Council in Kassanda district. And it is from this new camp that they carried out another deadly attack on the 17.12.2021 at Nakasozi Police Post and killed two police officers who included CPL Nsubuga Francis and SPC Ddimba Paul. And then robbed their guns.

As a result, our task teams built on credible leads gained from their former camps in Mityana, and tracked the assailants in Kassanda district. A successful raid was conducted on their hide-out in a wetland along the Kassanda – Kiboga road in Kabusi village, where eight (8) suspects were rounded up and arrested. These include; Makumbi Mosh alias Engineer, the field commander, and a resident of Wakiso, Lugendo Stuart Savior alias Kufateeka a 28 year old, male adult, and Deputy Field Commander from Wakiso district; Mulindwa Julius, a 32 year male adult, from Bukerekere village, Wakiso; Masembe John Nasif, a 28 year old, male adult from Kassanda district; Yamuremire Paul, a 19 year old, male adult from Kisoro district, Ssenyonga Bob Robert a 25 year old male adult from Rakai district; Nabukenya Topista, a 50 year old, female adult from namayumba, Wakiso; and Matovu Silvester, a 21 year old, male adult from Wakiso Town Council.

The Field Commander of the group, Makumbi Mosh alias Engineer, clearly indicated how they were recruited, majorly from Wakiso district. And thereafter, transported to their bases in Mityana, where they underwent basic training in guerrilla war tactics. They were further provided with material support and encouraged to conduct violent attacks on police officers, in advancement of the goals of the rebel group, of over throwing the current government. At the time of their arrest, they had concluded plans of attacking Sekanyonyi Police Station and acquire more guns. And also eliminate police officers whom they doomed as obstacles in their alleged fight for freedom.

The arrests do underscore our resolve and commitment to identify, pursue and arrest all actors of violence. Our operations to truck down all other members including the sponsors and coordinators of the rebel group are still active and ongoing. The eight (8) suspects are being processed on charges of terrorism, being in unlawful possession of dangerous weapons, murder and aggravated robbery.

We want to thank all persons who have volunteered information about the rebel group to us. We further call upon all Ugandans to always get involved in the fight against crime and related acts of violence. For instance the rebel group pitched camp in Mityana for several months before shifting to Kabusi village, in Kassanda district. Very few members of the public took interest in their suspicious behaviours and yet fighting crime is a shared responsibility.

As we conclude, we want to assure Ugandans and visitors in the country, that their safety and security will always be a top priority. We pledge to continue disrupting and dismantling such kinds of rebel activity and other deadly plots against our country.

Ghana MPs Exchange Blows Over Proposed Electronic Payment Tax

Lawmakers in Ghana exchanged blows late Monday evening over a proposed electronic payment tax.The government says the new tax would boost revenue for development, but parliament has been split over the idea and fights broke out when supporters tried to force a vote.

Ghanaians in general, and the opposition in particular, have vehemently opposed the proposed 1.75% tax on electronic transactions, popularly known as e-levy, contained in the 2022 budget.

If passed, the law would include taxes on mobile money payments, which is used by 40% of Ghanaians 15 years and older, according to a 2021 data by the central bank.

Up against a deadline, the government wanted the bill passed under a certificate of urgency on the last day of sitting. But a brawl broke out on the floor when the first deputy speaker, Joseph Osei-Owusu, pushed for the vote.

The regular speaker was absent from the session. Opposition MP Mahama Ayariga says the deputy was circumventing normal procedure in an attempt to force the bill through parliament.

“The house is governed by rules. And so when you make it right for persons to undermine those rules what do you expect the MPs to do. They won’t just sit aside and watch the person undermine the rules,” he said.

The acting speaker, Osei-Owusu, says he operated within the standing orders of Ghana’s parliament and had the right to vote for the bill under consideration.

“As long as we can change over then that advantage is restored. In my view and I still hold that view strongly that as long as we can change the seat at any time there should not be that disadvantage," he said. "Otherwise, no proceedings will go on. Why should I come and preside so that I can’t take any decision, what is the point?”

About 50 lawmakers took part in the brawl.Only one was injured, the minister of youth and sports who got a cut in the face.

The executive director of the African Center for Parliamentary Affairs (ACEPA), Rasheed Draman, told a local radio station that Ghana should brace for more gridlock in the current parliament.

“I have never seen anything like this. And for me I have said this since the beginning of the year that if we’re not careful this is how the eighth parliament is going to be. It will be characterized by a lot of confusion and a lot of gridlock,” he said.

Parliament has now been adjourned until January 18 to give lawmakers more room to consult on the controversial electronic levy.
