Hitachi Energy wins order for first subsea electricity interconnection between France and Spain

HVDC link improves the security and quality of power in the region, advancing the integration of emission-free energy

Zurich, Switzerland, June 15, 2023 (GLOBE NEWSWIRE) — Hitachi Energy, a global technology leader that is advancing a sustainable energy future for all, today announced it won an order from Electricity Interconnection France-Spain (Inelfe), the joint venture bringing together operators of the Spanish (Red Eléctrica) and French (RTE) electricity transmission networks, in charge of the construction and commissioning of all cross-border connections between both countries, to supply four high-voltage direct current (HVDC) converter stations to interconnect France and Spain via a subsea cable across the Biscay Gulf.

The Biscay Gulf interconnection, labeled as project of common interest (PCI) at the European level, will consist of two HVDC links, with a converter station at each end of both systems. Combined, the links will efficiently supply a total of 2,000 megawatts (MW) of electricity at 400 kilovolts (kV) over 400 kilometers (km). Providing the equivalent of the power consumption of more than two million households1, the links will improve the safety, stability, and quality of the electricity supply between the two countries. It will advance the integration of emission-free electricity and create a more efficient system to generate savings that benefit consumers and the rest of Europe.2 Most of the link will be underwater, but a short section of the link cable route will return to land to avoid the deep Capbreton Canyon.

Inelfe (Interconexión Eléctrica Francia-España or Electricity Interconnection France-Spain) was set up following the 2008 Zaragoza Agreement, between the governments of Spain and France, with the mission to enhance the exchange of electricity between the two countries. The resulting infrastructure doubled the interconnection capacity between France and Spain from 1,400 MW to 2,800 MW today. With the Biscay Gulf interconnection, the capacity to exchange power will soon reach 5,000 MW.3

Ugandan president backs out of Ukraine peace mission

Ugandan President Yoweri Museveni announced on Wednesday that he will not join other African leaders on an upcoming peace mission to Kiev and St. Petersburg due to ill health.

Museveni, who tested positive for Covid-19 on June 7, said he was still in self-isolation because tests this week revealed he had not yet recovered.

Seven African heads of state seeking an end to the Ukraine conflict have agreed to meet with Ukrainian President Vladimir Zelensky and Russian President Vladimir Putin in the two leaders' respective countries on Friday and Saturday. With Museveni absent, the delegation will consist of the leaders of the Comoros, Egypt, South Africa, Senegal, Congo, and Zambia, while a deputy will represent Uganda.

Museveni said his six counterparts are due to arrive in Poland on Thursday where they will board a train to Kiev to mediate in the Russia-Ukraine conflict.

“I have now sent an official message that, on account of my continued corona status, I cannot join the group,” he tweeted.

While wishing the mission success, Museveni added that his envoy for special duties, Ruhakana Rugunda, has been designated to represent Kampala.

The African peace initiative, dubbed ‘The Road to Peace’, was announced by South African President Cyril Ramaphosa last month.

Both Ukraine and Russia agreed to host and listen to the delegation from a continent that has been hit hard by the crisis’s spillover effects.

Ramaphosa has decried the “devastating” conflict, saying the African continent “is also suffering a great deal” from it.

The South African leader has insisted that Pretoria will not be drawn into a global power struggle and that it has adopted a neutral stance in line with its longstanding independent foreign policy.

Investment firm Stanlib Asset Management has warned that South Africa could lose up to $32.4 billion in export revenue as a result of its refusal to take a stand against Russia in the Ukraine conflict. Meanwhile, a bipartisan group of US lawmakers is urging the White House to punish Pretoria by depriving it of trade benefits under Washington’s African Growth and Opportunity Act program.

Museveni jokes he’s now a ‘veteran of corona’

Uganda’s President Yoweri Museveni has addressed the country’s parliament virtually, and continued to challenge social media reports that he was seriously ill and in intensive care.

The president, who was diagnosed with Covid-19 last week, tweeted on Wednesday that he was free of symptoms, although he has continued to test positive over several days.

He thanked Ugandans who have been praying for him and sending messages for his quick recovery.

He joked that he was now a “veteran of corona”.

His virtual address was a first, because if he was Covid-free, the president would have physically addressed parliament during the reading of the national budget.

Finance Minister Matia Kasaija, who delivered the budget speech, told parliament that the country’s economy is expected to continue recovering from the effects of the pandemic.

The size of the economy is now estimated at about $50bn (£39bn) and is projected to grow at a rate of 5.5% in this financial year.

The government aims to create 2.5 million jobs in the next five years, according to the budget speech.

Mr Museveni said that the strategy would continue to focus on infrastructure, industrialisation and value addition to agricultural products for economic growth.

2 Seychelles’ islands open for new hotel development, says IDC

The Islands Development Company (IDC) has launched expressions of interest for both foreign and local investors to present plans for tourism establishments on the Seychelles' islands of Coetivy and Assumption.

The state-owned company's chief executive, Glenny Savy, told reporters on Wednesday afternoon that the time is right as "IDC has now acquired a lease from the government and as it is developing the island that there would be a symbiotic relationship between tourism development and the agricultural development that will take place on Coetivy."

"Coetivy is a wonderful place, a great site for a tourism development, something similar to Desroches island, so this is primarily the reason why we would like to develop something on Coetivy in tourism at the same time that we are doing agriculture," he explained.

IDC is anticipating for a 50-bedroom to a 100-bedroom hotel to be built on the island.

Meanwhile, IDC has relaunched prawn production on Coetivy Island, which is expected to become one of the leading local contributors to the Seychelles' blue growth agenda.

For the tourism project on Assumption Island, he said was that is to serve the Aldabra Atoll, one of the Seychelles' UNESCO World Heritage Sites, as the atoll's policy does not permit for such a development to take place there.

"Aldabra would not survive without the operations on Assumption where there is a base where planes land, among the many activities carried out by IDC. The idea is to try and develop a small centre on Assumption, which will be able to receive guests, who can then transit to Aldabra," said Savy.

Assumption Island, located southwest of Mahe, is part of the Aldabra group and is managed by the Islands Development Company.

IDC launched an expression of interest for the construction of a 10-bedroom to a 40-bedroom hotel to cater for up to 90 persons for day trips to Aldabra and to return to the semi deserted island to sleep over.

"Assumption Island is very far away from here (Mahe) and it is costing us a significant amount of money every year to maintain the island and the upkeeping of the island," said Savy.

It costs IDC SCR 10 million ($768,000) to maintain Assumption annually, he revealed.

The project on Assumption will allow IDC to reduce its operating overheads and cost on the island and "it will open Aldabra to a lot more people than there are today and bring in more revenue," said Savy.

It was also revealed that the development plans on Coetivy will be comprehensive with farms and vanilla productions, in view that Astove and Cosmoledo islands are also not too far for the clients on the prospective hotel on Assumption to visit.

Now that the expression of interest has been launched, investors will have six months to submit their initial plans, while Savy predicted that it may take 24 to 30 months to complete the project – including its construction.

Seychelles to create law to domesticate 3 codes under JMA with Mauritius

Seychelles is seeking to establish a law that will domesticate three codes set up under the Joint Management Area, which the island nation shares equal jurisdiction with Mauritius, said a top government official.

The statement was made by the Minister for Fisheries and the Blue Economy, Jean Francois Ferrari, on Tuesday, during his presentation on the Joint Management Area.

The JMA is the mechanism of joint jurisdiction between Seychelles and Mauritius over an area of the seabed and its underlying subsoil in the Mascarene Plateau Region. It excludes the water and living organisms above the shelf.

Two treaties were signed in 2012 and the two island nations secured rights to additional seabed covering around 400,000 square kilometres in the Indian Ocean.

The first treaty proclaims the extended continental shelf outer limits in order to provide for its recognition under the respective national laws and the second treaty provides an overarching framework for the establishment of a joint management of the extended continental shelf, which is to be proclaimed under the first treaty.

Ferrari said that under the JMA, Seychelles and Mauritius have established three legal codes - marine research, joint fiscal and taxation, and environmental codes of practice.

"There is now a necessity to domesticate the three legal codes and integrate them with the two international treaties. This will create one legal document that will address all concerns relating to the JMA," he explained.

The minister said that these codes need to be incorporated into the laws of both Seychelles and Mauritius.

"For this, we will need the support of the National Assembly to facilitate and complete this process otherwise the codes will remain without the force of the law," said Ferrari.

He added that "for Seychelles to have a continental zone outside of its Exclusive Economic Zone is a big advantage because it creates a new source for the diversification of our economy and presents and offers several opportunities from which the country can reap some benefits."

He gave the example of the cucumber fish research Seychelles has launched at Saya de Malha.

"There is also the opportunity for studying and employment in areas like marine science, ocean management, and geology. There is also the potential for projects like marine biotechnology and specialist in marine conservation," he added.

Ferrari said that at this point "it is necessary for us to work on a marine spatial plan framework that will guide the activities that will be practiced and also reinforce the scientific practices that deal with the preservation of our marine ecosystem and development in the JMA."

The members of the National Assembly had the opportunity to seek clarification and additional information on the proposed Bill that is expected to come before them for approval.

Bibata Nébié spoke on Thursday, June 15, 2023, in Ouagadougou, on the sidelines of a reflection workshop on the use of Faso Danfani and other local cotton fabrics for making courtroom costumes for judicial actors.

According to her, this day of reflection is part of the promotion of "local consumption", advocated by the Transition. This will make it possible to no longer use imported materials for the making of costumes and gowns for justice actors, said Ms. Nébié.

The captain of the Etalons du Burkina Faso promised Thursday in Praia during the first session of the team's training, a victory against the Blue Sharks of Cape Verde which they meet on Sunday (3 p.m. local and 4 p.m. UT) in a high-end match, counting for the 5th day of the CAN 2023 qualifiers.

The Stallions group reassured that they did not come to Praia to dance the “Morna” (in popular Cape Verdean), “we come with a different approach to this match because we qualified after 4 days. We are a little quieter in the head. But as a competitor, we are aware that we come to represent all of Burkina Faso here. We're not just going to come on vacation here. We come to look for a result to consolidate our position as leader. We are professionals and we come to play and win,” promised team captain Bertrand Traoré.

Coach Hubert Velud and his staff quickly set to work to achieve the objectives in the Cape Verdean capital. He mentions that this first team training is very important because it is “under the conditions of the match. It's a synthetic and you have to adapt to all that.
