Uganda, DR Congo troops rescue 30 abductees from ADF rebels

The Uganda People’s Defence Forces (UPDF) and Congolese military have rescued another 30 abductees from Allied Democratic Forces (ADF) rebels in their joint operation in eastern Democratic Republic of the Congo (DRC), a military spokesperson said.

“The abductees reported to a base of the Armed Forces of the DRC (FARDC) at Erengeti, in North Kivu province on Tuesday,” said Maj Bilal Katamba, spokesperson of the UPDF Mountain Division, in a statement.

“This follows last week’s joint UPDF and FARDC attack in Tingwe hills where 19 abductees were rescued,” said Katamba.

“The joint operation against ADF rebels in eastern DRC has intensified, leading to the successive rescue of people taken away, recovery of weaponry, and killing of rebels,” he said.

The ADF, a branch of the Islamic State in Central Africa, is a Ugandan rebel group that is holed up in the jungles of eastern DRC. The rebel group is blamed for causing havoc in villages in Eastern DRC.

The Ugandan military and their Congolese counterparts started joint operations against the rebel group in November 2021, shortly after the ADF launched bomb attacks in Kampala, the capital of Uganda

Museveni declares war on second-hand clothes

Ugandan President Yoweri Museveni has banned the importation of second-hand clothes and electricity meters and cables.

The directive is aimed at creating jobs and developing Uganda’s manufacturing sector, including the textile industry.

“Stop buying second-hand clothes, these clothes are for dead people. When (whites) they die, they organise the clothes and bring them to Africa,” Mr Museveni said, according to the privately owned daily Daily Monitor.

President Museveni issued the directive while launching 10 factories that will manufacture electricity meters and cables in the eastern Uganda town of Mbale.

The factories, run by Chinese investors, are part of the Sino-Uganda Industrial Park, a project between the Ugandan government and Chinese investors.

Uganda’s neighbour Rwanda successfully banned the importation of second-hand clothes in 2018.

Other East African countries have also attempted to phase out second-hand clothing imports in the past.

July 2023, hottest month on record (INM)

July 2023 was the hottest month recorded in Tunisia since 1950. The average temperature of 32.6°C recorded at the 27 main stations was higher than the reference average (28.6°C) for the period 1991-2020, with a significant difference of +4°C, according to the monthly climatological bulletin published on Friday by the National Meteorological Institute (INM).

This difference makes July 2023 the hottest month of July ever. Even on a global scale, it was the hottest month ever recorded on Earth, according to data from the European agency "COPERNICUS".

Average temperatures were higher than the reference averages (1991-2020) in all regions, ranging from 29.5°C in Kélibia to 37.5°C in Tozeur.

Average maximum temperatures were also higher than the reference averages in all regions, ranging from 32.6°C in Mahdia to 44.6°C in Tozeur. The average maximum temperature reached 39.8°C, higher than the reference average for the same stations (35.3°C), with a significant difference of +4.5°C.

The national average minimum temperature reached 25.3°C, exceeding the reference average

(21.9°C) by +3.5°C. Minimum temperatures ranged from 22.4°C in El Kef to 30.3°C in Tozeur.

Sustainable tourism: 190 entrepreneurs to be offered technical and financial support

Some 190 entrepreneurs working in the field of sustainable tourism will receive support from the project to foster sustainable tourism, with funding of up to 5,000 euros (about 16.8 thousand dinars) per entrepreneur.

The project to foster sustainable tourism, co-funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Tunisian Ministry of Tourism and Handicrafts with the support of GIZ Tunisia, launched a call for applications on Friday. The deadline is March 24, 2024.

This call is aimed at micro, small and medium-sized enterprises (MSMEs) and (informal) project leaders in the tourism sector in seven regions of Tunisia: North-West, Zaghouan, Dahar, Tunis, Mahdia, Djerba-Zarzis and Tozeur.

The programme will provide technical assistance on various relevant topics related to the activities of entrepreneurs, as well as financial support to help strengthen their competitiveness and boost the tourism ecosystem in the regions.

Selected entrepreneurs will be supported by two NGOs. They are Leaders International, which will work in the North West, Zaghouan and Dahar regions, and TAMSS, which will work in the Tunis, Mahdia, Djerba-Zarzis and Tozeur regions.

The programme will mainly support existing businesses, but will also provide assistance to businesses that decide to formalise their activities, paving the way for the creation of sustainable jobs, GIZ said.

Entrepreneurs who benefit from this programme will have the opportunity to be included in other visibility and marketing activities to access the market, such as being part of the different thematic tourist routes implemented by GIZ or catalogues of experiences.

They will be able to join a community of sustainable tourism entrepreneurs, expand their network in the Tunisian sustainable tourism ecosystem and exchange experiences and good practices with a range of experienced experts in different fields.

Through its partners, the programme will help to create other opportunities for committed micro-entrepreneurs, such as volunteer loans.

Known for its traditional seaside tourism, Tunisia is full of diverse and untapped natural resources, GIZ said. "Archaeological sites dating back several millennia, nature trails with breathtaking landscapes, exceptional biodiversity and a rich cultural heritage from several civilisations make it a tourist treasure to be appreciated in a sustainable way.

It promotes the development of entrepreneurial initiatives in sustainable tourism and culinary professions. Through this project, Tunisia aims to transform its tourism sector by tapping into its untapped potential.

Economy Minister calls for speedy reforms and improving business climate

Economy and Planning Minister Samir Saïed stressed the need to speed up the implementation of reforms, particularly in the fields of investment and business affairs, especially that Tunisia needs to catch up with the delay it made in terms of economic growth which stood at 0.6% in the second quarter of 2023.

«It is crucial to overcome the current crisis,» the minister told TAP on Friday, as part of the Opening of the Regional Meeting on Investment Promotion in Tunisia's north-east governorates held in the resort city of Hammamet.

He explained that the process of investment and entrepreneurship in Tunisia is facing several difficulties, particularly with regard to legislation, complex administrative measures and poor infrastructure and logistics in some regions. He stressed the need to increase efforts so as to ensure that private investment is a catalyst to economic and social development and job creation.

The minister laid emphasis on the need to cooperate with stakeholders and MPs so as to formulate operational proposals to break with bureaucracy, free the administration and provide fast and quality services.

He recalled the government has worked, over the last period, to set conditions for success, so as to implement the 2023-2025 development plan, introduce reforms and measures to promote economic activity as well as restore the financial balances of the State.

"The action will be focused on boosting private investment by reducing authorisations for economic activities and simplfying procedures and digitising them, as well as provide incentives for startups and companies."

Saïed said that the national strategy destined to improve the business climate aims to develop, renovate and promote the knowledge economy, adding that the ministry is currently working with the various public structures involved in setting up a legal framework governing the knowledge and innovation economy.

Territorial division project made it possible to draw up official map of Tunisian Republic (ISIE VP)

Vice President of the Independent High Authority for the Elections, Naoufel Frikha, said the project of territorial division of the Imadas has made it possible, for the first time since independence, to draw up an official map of the Tunisian Republic with the borders and names of the imadas accurately marked.

Frikha was speaking at a ceremony held in Kef on Thursday evening to commend the work of the various parties that contributed to the implementation of the territorial division project for the imadas ahead of the municipal elections.

He pointed out that this map will soon be used in the planning and implementation of development projects.

It will also make it possible to organise the elections in accordance with the provisions of the Decree-Law of March 2023 on the election of local, regional and district councils, which stipulates that each delegation must include at least five imadas, he added.

TSE: Benchmark index falls by 0.4%,

The stock market ended the week on a gloomy note, weighed down by the poor performance of its heavyweights (-0.7% for the banking sector and -2.3% for the agri-food sector). According to Tunisie valeurs' weekly analysis for the week from August 21 to 25, the benchmark index fell by 0.4% to 8849.4 points, bringing its annual performance to +9.1%.

In the absence of block trades, trading was thin during the week. A total of TND 16.5 million was traded on the market, an average daily flow of TND 3.3 million.

Stock analysis

STIP was the session's top performer. The shares of Tunisia's only tyre manufacturer rose by 15% to TND 4.600. The stock traded on a very limited volume of TND 17,000 dinars. The group, which recently published its consolidated financial statements for the 2022 financial year, posted a 24.1% increase in sales last year to TND 151.5 million.

On the other hand, STIP's net profitability deteriorated from TND 24.2 million in 2021 to TND 11.9 million in 2022. Finally, it should be noted that the company will hold its Annual General Meeting on August 30 at 11.00 a.m. at the Msaken plant.

Carthage Cement shares also performed well during the week. The state-owned cement company's share price rose by 4.7% to TND 2.210, generating capital of TND 1.4 million. Since the beginning of 2023, CC has posted a commendable performance of +16.3%.

Contrary to STIP, SOMOCER was the most neglected stock in the industrials sector during the week. The share price of the ceramic tile specialist suffered a correction of -6.7% to TND 0.700. Only TND 108,000 were traded.

Also on the downside, BIAT shares fell 4.4% to TND 90,000. During the week, the share of Tunisia's number one bank provided the market with TND 4 million of capital, the highest volume on the stock market.
