Balé: Land problem in the municipality of Boromo/The populations want a resumption of the subdivision process

The municipality of Boromo held a day of democratic dialogue on land, on Thursday July 11, 2024. The administrative authorities and several local actors followed communications on land then they exchanged in order to adopt a roadmap.The land issue is a major concern for local populations and the authorities.The new authorities inherited from the dissolved municipal council several burning issues which deserve great attention according to the president of the special delegation, Esai Bamogo.These files include the interruption of the process of extending the third subdivision plan of Boromo following marches by the population in 2021, the difficulty in allocating plots for the subdivision of the village of Ouahabou, the files of real estate companies , the applicants for land titles, but also the file of the purification of the liabilities linked to the last subdivision dating from 2004, the illegal or anarchic occupations and sale of the public domain.The situation also seems difficult for landowners, buyers and administrative authorities.For an effective resolution of these land problems, a relaunch of the subdivision process and social cohesion, a day of 'Democratic Dialogue on Communal Land' brought together the different stakeholders on July 11 in Boromo.The initiative is from the town hall with the support of the Association Jeunesse Espoir d'Afrique (AJEA). The hundred participants are made up of community leaders from all the villages in the commune, civil society organizations of young people and women, landowners, managers of real estate companies, former mayors, resource people living outside the municipality, technical services and administrative authorities.The work was moderated by the high commissioner of the province, Ibrahim Boly.Participants followed two communications which presented the context of land followed by discussions.The first communication delivered by the president of the special delegation, Esai Bamogo, was 'An inventory of the land situation in the municipality of Boromo'. The second was presented by the receiver of the estates, Yaya Traoré.Mr. Traoré addressed 'The technical description of land security procedures and the problems encountered in the municipality of Boromo'.At the end of the communications, the participants recognized the urgency of a sincere dialogue and appropriate approaches to the numerous problems for a road map.Furthermore, they approved the idea of ??resuming the interrupted subdivision process in Boromo. To this end, the landowners affirmed their availability to accompany the special delegation. The latter were also invited to take steps to deal with the sale of land, the source of several conflicts between families.The high commissioner of the province, Ibrahim Boly, praised the spirit which prevailed during the discussions. In addition, he congratulated the various actors for their participation and contribution.The executive secretary of the AJEA, Siriki Naon, also welcomed the framework which made it possible to exchange without l anguage.Mr. Naon called on stakeholders to continue the dialogue while involving young people and women in decision-making bodies.In the opinion of the chairman of the special delegation from Boromo, the objective has been achieved. Subsequently, initiatives will be developed for approaches in accordance with a roadmap which will be made available to all stakeholders.
