Burkina/Health insurance: Informal sector workers will contribute 4,000 FCFA per month, according to the minister

To benefit from the services of Universal Health Insurance, workers in the informal sector will have to contribute 4,000 FCFA per month, independent workers in the formal sector 15,000 FCFA and civil servants 2.5% of their monthly income out of the 5% required, Minister Bassolma Bazié announced on Tuesday."The Universal Health Insurance Scheme (RAMU) is mandatory and benefits populations without distinction of race, nationality, gender, origin or pathological history," said the Minister of State for Social Protection, Bassolma Bazié, during a press conference held on Tuesday.According to him, since the adoption of the law establishing the AMU regime in 2015 until 2023, only two implementing decrees of this law had been adopted. The Transitional government worked to adopt six others.Bassolma Bazié explained that state civil servants and salaried workers and those in similar positions will contribute 5% of their monthly income, divided into 2.5% paid by the employer and 2.5% paid by the civil servantFor self-employed workers in the formal sector, the contribution is set at 15,000 FCFA per month, and for those in the informal economy and the poor, at 4,000 FCFA per month. According to the minister, beneficiaries of pensions or annuities contribute at a monthly rate of 2%."Payment of the contribution by the insured or on his behalf allows him to benefit from health coverage for himself and his dependent family members," he added.Mr. Bassolma discussed the eligible services, including general medical procedures, medical and surgical specialties, nursing care, hospitalization-related care, medical biology examinations, etc."To date (October 29, 2024), more than 1,500 people have been registered and received their provisional registration cards or certificates, and 12 structures have been affiliated, with 199,112 other pre-registered people," said the Minister of State for Social Protection.According to him, insured persons must pay a 30% co-payment in order to benefit from the Universal Health Insurance Scheme (RAMU). He also explained that the AMU is a system aimed at protecting individuals from financial constraints in the event of illness or maternity.According to him, this reflects the desire of the Burkinabe authorities to strengthen the social protection system in accordance with Convention 102 of 1952 of the International Labour Organization relating to social security, and to make the right to health a reality.The Minister of State also mentioned that various sites have been identified for the registration of the population. These are the CNAMU headquarters in Ouaga 2000, the Baoghin building located in Larlé, the Modernization building located on Kwame Nkrumah Avenue, the Lamizana building and the 13 regional directorates of Labor and Social Protection.According to him, the challenges of social mobilization, mobilization of financial resources, acquisition of logistics and IT modules must be met for effective operationalization of RAMU.For Bassolma, the State is aware of these issues and is working to continue the adoption of implementing texts, the establishment of a contribution collection system and the training of health workers on management tools to ensure the proper functioning of RAMU.Created in September 2015 by the government, the RAMU aims to ensure that care is covered in the event of illness or maternity.Source: Burkina Information Agency
