Lawlessness in Eastern Congo Takes Aim at Journalists

Journalists have gone into hiding in fear for their lives in eastern Democratic Republic of Congo following increased attacks by rebel group M23, which controls the Bunagana area near the Rwandan and Ugandan borders.

One community radio station went off the air in mid-June, and two of its journalists later were detained for two days, ending with several hours of torture. They were told they’d be killed if they worked with the government army.

M23 accuses reporters and civilians of collaborating with government soldiers and informing them about the group’s positions and hideouts, journalists say.

In an interview with the Committee to Protect Journalists (CPJ) last week, a spokesman for M23 denied attacks on journalists.

The Voice of Mikeno (RACOM), a community radio station in Bunagana, was vandalized after M23 rebels took control of the key border town June 13.

That day, a transmitter, solar panels, computers and other equipment were taken, allegedly by M23 rebels. RACOM, a VOA affiliate, has been off the air since then, and all its 20-plus staff members are in hiding.

One RACOM journalist spoke to VOA’s Swahili Service after requesting anonymity to protect his safety.

Identified here as “Oscar,” he said he was detained by M23 members while interviewing residents in Nyakabande refugee camp in Kisoro, Uganda. He said he later learned from colleagues that another RACOM journalist, Henry Hererimana Serushago, was detained from the same camp on the same day.

The two journalists separately were taken back to Bunagana town. Oscar said the rebels tied up and whipped him for several hours before releasing him July 5, adding that he was told “to go and never continue working with the army.”

Serushago also was tied up, beaten, kicked and whipped – and threatened with death if he talked about the mistreatment, he told CPJ in an interview. He also was released July 5.

Like Oscar, Serushago is in hiding. Journalists close to him told the VOA Swahili Service that he lives in fear and does not want his whereabouts known.

Eastern Congo, which borders Rwanda, lives under daily threat from scores of armed groups that jostle for a piece of the region’s mineral riches. The world mines it for gold, diamonds and material for electric cars, laptops and mobile phones.

M23, one of the most notorious rebel groups, surged into action late last year. Congo has accused Rwanda of supporting the M23, which Rwanda denies.

On June 20, East African leaders meeting in the Kenyan capital, Nairobi, responded to the threat of war by instructing a new regional force to deploy in eastern Congo and by ordering an immediate cease-fire.

That has not stopped violence in the area.

At least 12 civilians were killed July 26 at protests against the United Nations peacekeeping mission offices in the city of Goma and town of Butembo. Protesters claim the mission has failed to protect civilians from militia violence.

One U.N. soldier and two U.N. police were also killed.

On July 13, “M23 rebels were crossing into Uganda from Democratic Republic of Congo and recruiting members,” Haji Shafiq Sekandi, Kisoro resident district commissioner in Uganda, was reported by local media as saying.

One VOA stringer, a veteran of covering the DRC conflict, said he also has received threats from callers identifying themselves as members of M23.

In one typical call, he was told, “You have hatred toward us. Soon you will be captured together with [government] soldiers.”

The stringer said he talked to M23 commanders directly within and outside DRC to explain to them the nature of his job, but the threatening messages still come.

Tuver Wundi coordinates the media rights group Journalists in Danger and denounced the attacks in eastern DRC.

“A journalist is not in any way involved in conflict. He only informs people what is happening during war,” Wundi told the VOA Swahili Service. “We don’t understand why they should attack journalists.”

“Many journalists in areas controlled by M23 have been threatened and are in hiding,” he said. “Community radio journalists are in hiding. They no longer want to work in Bunagana. They are not even comfortable answering phone calls. They prefer switching off their phones.”

Speaking to CPJ last week, the M23 official David Mugabe said the July 5 attack on Serushago “did not happen” and that M23 did not raid RACOM’s office. He suggested other armed groups or people with personal “vendettas” were to blame.

The M23 rebel group is now targeting civilians, Human Rights Watch (HRW) said.

In a report last week, HRW blamed M23 for the deaths of 29 civilians, including two teenagers, since mid-June. Some of those killed were shot as they attempted to flee. Others were executed at close range.

“Since the M23 took control of several towns and villages in North Kivu in June, they’ve committed the same kind of horrific abuses against civilians that we’ve documented in the past,” HRW said.

The U.N. peacekeeping mission in DRC – which includes civilians, police and military personnel – has around 12,400 troops and costs more than $1 billion per year. It has been gradually withdrawing from the area for several years.

The protests continue.

On July 31, two people were killed and 15 injured after U.N. forces opened fire during an incident on the Uganda border, Agence France-Presse reported.

A total of five U.N. peacekeepers – three Moroccans and two Indians – died last week, with three of the fatalities linked to violent protests in the town of Butembo.

Two Dead After UN Troops Open Fire at DRC Uganda Border Post

The U.N. peacekeeping mission in the Democratic Republic of Congo has arrested U.N. peacekeeping troops suspected of having opened fire on a Ugandan border post, killing at least two people and injuring 15 others. It’s the latest violent incident involving the U.N.’s mission to the DRC, which has been facing violent protests.

In a statement, the U.N. mission at the Congo-Uganda border at Kasindi said the soldiers from a MONUSCO intervention brigade force were returning from leave when they opened fire on the border post.

The Sunday incident took place in DRC as the troops crossed from Uganda back into Congo.

The special representative of the secretary of general of the U.N. in Congo Bintou Keita described the incident as unspeakable and irresponsible behavior and said the soldiers opened fire for “unexplained reasons.” Keita said the U.N. had contacted the soldiers’ countries of origin so that legal proceedings can be initiated against the perpetrators.

DRC authorities said among those injured during the incident were two policemen who were working at the barrier and eight civilians.

Congolese government spokesman Patrick Muyaya said the peacekeepers involved in the incident will be suspended from Congo pending the outcome of plans to withdraw the entire MONUSCO force from DRC.

Nearly 20 people have been killed in eastern Congo since protests began on July 25.

The protestors who stormed the U.N. base in Goma accuse the mission of failing to achieve peace since they began operations in Congo 20 years ago.

The mission in Goma Monday paid tribute to four of its members who were killed during the anti-MONUSCO protest in North Kivu. In a tweet MONUSCO said the ceremony took place in the presence of the leadership of the mission and the head of the U.N.’s department of peace operations.

Statement on Sheema child murder

The Territorial Police at Greater Bushenyi and Sheema district are actively investigating the gruesome murder of a female juvenile identified as Christabella Kemigisha aged two and a half years who was killed and her body dumped in front of their neighbours’ home.

The deceased was residing with her mother one Nuwarimpa Stella, a resident of Mutanoga cell, Kigarama parish, Kigarama sub-county in Sheema district.

On 18/7/2022 at about 1600hrs, the deceased disappeared from the home of her grandfather, John Kakuru, where she was at the time of disappearence. Today at around 0620hrs, the deceased body was found dumped at the home of their neighbour identified only as Constance.

A team of police officers of homicide detectives including SOCO and canine visited the scene. With the help of the Police sniffer dog, exhibits including a hoe, a log and clothes of the deceased were recovered in the house of Byamukama Justus, stained with blood.

Byamukama has been arrested, while the body of the deceased has been conveyed to Kabwohe health center IV for postmortem examination.

We strongly condemn such brutal and cold-blooded acts of murder. There is no justification whatsoever for such killing. So far, 4 accomplices have been arrested and detained in custody.

Four suspects arrested for allegedly taking part in the disappearance and Murder of a three year old child

Detectives at Natete Police station are investigating the Murder of Nangobi Leticia 3 years of age.

The case which was first as a disappearance but later turned into a murder .

The child’s father Mutenda Nicholas 32 a resident of Natete Mbawo zone Rubaga division Kampala reported to Natete Police station on the 21/04/2022 the disappearance of his daughter Nangobi Leticia from their home in Mbawo zone.

Our officers immediately instituted investigations that later led to the arrest of three suspects identified as Ahimbisibwe Dative female adult aliases maama Imran, Mutebi Patrick and Namanda Gertrude aliases maama Sandra who were released on police bond since more investigations into the disappearance were needed by the office of the Resident State Attorney.

The team has however received new information that Ahimbisibwe Dative and her husband had something to do with the murder. Her associates Asiimwe Anthony, Ssemakula John husband to Ahimbisibwe and Mugenyi Alex were all interviewed and Asiimwe Anthony confessed to having participated in transportation of the deceased’s body on orders of Ahimbisibwe and buried the body in areas of Nakasozi Mpangala, Kyengera town council.

A team of detectives was able to locate the burial site today 19.07.2022 and exhumed the remains , they have been conveyed to city mortuary mulago for postmortem.

The four suspects in our custody at Natete Police station will be charged with Murder. The case file will be resubmitted to the office of the Resident State Attorney with the new findings for advise and sanctioning.

The team has also recovered motorcycle UDH 501W which was allegedly used to transport the body of the deceased child.

Report: Eritrean Refugees Relocated from Addis Ababa to Dangerous Area

Aid group Refugees International has expressed concern about the reported relocation of more than 100 Eritrean refugees from areas near Addis Ababa to camps on the unstable border between Ethiopia’s Amhara and Tigray regions.

Ethiopian authorities are accused of targeting Eritrean refugees by arresting them in the capital and sending them back to the country’s restive north.

Abdullahi Halakhe is the Refugees International senior advocate for East and Southern Africa.

“For the last few days, Eritrean refugees who have been living in Ethiopia for some time now and so the government rounded up these refugees who are in Addis Ababa and (put them) in several buses and took them back to Amhara region. The Amhara region and the Tigray region border each other and there is tension,” said Halakhe.

Amhara and Tigrayan forces have been fighting over land and other long-standing disputes.

About 20,000 Eritrean refugees lived in two refugee camps in the Tigray region before the war between Ethiopia’s government and Tigrayan rebels broke out in November 2020.

After Eritrean and Tigrayan forces allegedly attacked the camps, many of the refugees fled to the Amhara and Afar regions, with others moving to the capital Addis Ababa.

In late 2020, Ethiopian authorities carried out a similar operation targeting Eritrean refugees in the capital, sending them to Adi Harush and Mai Ani in the Tigray region at the height of the war.

Halakhe said in many ways, Eritrean refugees are the most vulnerable group in Ethiopia.

“They are caught between the Eritrean government tracking them because it paints a bad image about their country and the warring parties inside Ethiopia also targeting them, as such they are probably most difficult position, so death, sexual violence, and so many other egregious human rights and humanitarian violations have been visited upon them,” said Halakhe.

Last year Human Rights Watch said Eritrean forces and Tigray militias committed killings, rape and other abuses against Eritrean refugees.

Ethiopia hosts at least 140,000 Eritreans who fled hardship and persecution in their home country.

Refugees International, an organization which promotes human rights and the protection of refugees, is calling on Ethiopian authorities to respect its laws and protect Eritrean refugees from those who wish to harm them.

At Least Two People Killed, More Than 15 Injured In Car Bombing Attack In Somalia

MOGADISHU– At least two people were killed and more than 15 others wounded, in a suicide car bombing attack on a popular hotel in the south-central Somali town of Jowhar, yesterday, a government official confirmed.

Daud Haji Irro, a spokesman for Hirshabelle State, said, the death toll could rise after attackers rammed a car laden with explosives, at Nuur Doob Hotel, which is frequented by regional government officials.

“So far, we have established that two people were killed and more than 15 others wounded,” Haji Irro said.

The regional government official said, two ministers and a lawmaker from the Hirshabelle State, are those wounded in the attack.

Images from the scene showed large-scale destruction caused by the explosion, which also affected nearby buildings.

Hani Omar, a witness, said, the explosion was huge, saying the number of casualties could be more than what the regional government stated.

“We heard a massive blast at the hotel in Jowhar, there is also huge destruction in the area. I know there are several casualties,” Omar said, on the phone.

Al-Shabab claimed responsibility for the latest attack, saying, it has targeted a hotel housing Hirshabelle regional officials.

The attacks continue across Somalia despite security forces backed by allied forces having stepped up operations against the militants in the country.

The militants have been targeting military bases, hotels, and other public places in Somalia.

STATEMENT ON MURDER OF KAKOOZA JAMES LC3 CHAIRMAN KAMWOKYA

Police at Jinja Road are investigating the murder of Kakooza James 54 , a resident of Kamwokya 2 B, Kamwokya Church Zone Central Division Kampala.

Kakooza was Murdered while on road run along Centenary Park .

The incident happened today 16.07.2022 while he was on his usual morning run as he was approaching Yusuf Lule road along Centenary Park.

It is alleged that two unidentified men moving on a motorcycle hit him with a blunt object on the head and later fled the scene.

Police was informed about this act of Murder and responded immediately. With the help of CCTV cameras both private and public, we shall be able to trace the culprits and bring them to book. One person has been arrested to help Police in the ongoing investigation .

The body of the deceased has been conveyed to city mortuary Mulago and more details in the matter will be communicated in due course.

STATEMENT ON MAKERERE UNIVERSITY MURDER

The territorial Police at Kampala Metropolitan North are investigating the circumstances under which Batungura Bewotti 27, a student of law at Uganda Christian University Kampala Campus and resident of Kikoni Zone B, Makerere 3 Parish Kawempe Division in Kampala was murdered.

The incident took place yesterday 14th/7/22 at around 1900/c, during the last guild Presidential open campaigns at rugby grounds Makerere University.

It is alleged that during the campaigns a scuffle ensued between two Political party supporters that resulted in the stabbing of the deceased by students who were allegedly led by Hon. Kabuye Frank among others.

The Police were informed and upon reaching the scene we found blood stains believed to be for the deceased inside Nsibirwa Hall where he hid there after the scuffle that led to his stabbing.

We have arrested three people whom we believe were part of the chaos. These are; Hon. Kabuye Frank who is detained at CPS Kampala, Ssekidde Allan currently detained at Wandegeya police station and Kabuurwa Muzafaru who is detained at old Kampala police station.

Efforts are underway to have other suspects traced. Meanwhile, it is also alleged that the fight was between the NUP and FDC Political factions. The NUP team led by Kabuye Frank turned violent after a disagreement, leading to the stabbing.

The body of the deceased was conveyed to city mortuary Mulago for Postmortem from Makerere hospital where he succumbed to the wound.

We have cordoned off the area, statements are still being recorded and CCTV footages will be retrieved to aid in the ongoing investigations. More details will be availed as soon as they are available.

DIGP Tours Canine Unit

The Deputy Inspector General of Police Maj.Gen Geoffrey Tumusiime Katsigazi has today paid a courtesy visit on the Police Canine Unit headquarters at Nsambya barracks, and the K9 breeding centre at Nagalama Police Station.

The DIGP thanked the officers for the excellent work they are doing in the fight against crime while using the K9 sniffer dogs.

He noted that canine is the way to go in modern policing, noting that its a force multiplier in the fight against criminality.

CP Dr Mugume Martin, the Commadant K9 Unit informed the DIGP that police averagely collects about 15 crime scene exhibits everyday with the help of sniffer dogs.

The Police Canine Unit is an aid to police investigations in areas of search and detection of explosives, narcotics and drugs, and also perform other duties such as tracking suspects, crowd control, guard and patrol.

Statement on office break-in at Mwanga II Court

The territorial Police at Old Kampala are investigating an incident of office breaking and theft at Mwanga 2 Court.

It is alleged that today 13/07/2022 at an unknown time unknown people broke into the chambers of Her worship Mwanika Joanita Magistrate Grade 1, Small claims office, Computer office, Court Registry and cash office all at Mwanga 2 Court, where Computer accessories were stolen and other things vandalized.

The Police, upon receiving this information rushed to the scene, processed and documented it. We have also noted the CCTV cameras at the scene of the crime were tampered with.

Efforts are underway to have the cameras fixed by a team of ICT experts.

No arrests have been made and we shall provide u with more details as soon they are available, but efforts are on to identify the perpetrators who are behind this criminal act.
