Kampala: The construction of Bunyoro University is set to commence soon following the approval of architectural designs, with the UPDF Engineering Brigade slated to undertake the project's first phase. The announcement was made by the Minister of State for Education and Sports, Hon. Peter Ogwang, who indicated that Shs4 billion has been allocated in the current financial year to initiate the construction of a multipurpose building.
According to African Press Organization, Ogwang stated that the government plans to begin the project with the available resources while mobilizing for additional funds. During a parliamentary session on Wednesday, 26 August 2026, Ogwang reiterated the government's commitment to establishing Bunyoro University. His announcement came in response to a motion by Hoima City Woman Representative Asinansi Nyakato, who called for the university's establishment.
Ogwang highlighted that the first phase of infrastructure development requires a total of Shs177.5 billion, indicating a significant funding shortfall. He mentioned that the Ministry of Finance, Planning and Economic Development is actively engaged in mobilizing additional resources to bridge the gap. The government is also finalizing a memorandum of understanding with the UPDF Engineering Brigade to facilitate the commencement of construction.
Nyakato emphasized the urgency of establishing Bunyoro Public University, citing repeated government commitments and the continued denial of equitable access to affordable university education for residents. She pointed out that the university's establishment is crucial for regional equity, skills development, and qualification attainment, particularly in light of Uganda's oil and gas sector development and broader industrialization.
Local MPs voiced their support, with Bugangaizi East County MP, Hon. Onesimus Twinamasiko, endorsing the focus on engineering, science, and other programs relevant to the emerging oil industry. Hoima West Division MP, Hon. Ismail Kasule, described the university's establishment as a matter of equity, noting that Bunyoro, comprising 13 districts, lacks a public university.
Hon. Jane Avur Pacuto (NRM, Pakwach Woman MP) urged the government to integrate the university into the National Development Plan, emphasizing its potential to create employment, enhance human-capital development, and expand the national tax base. She noted that the National Development Plan IV prioritizes human development, and the university should be a key output in addressing unemployment challenges.
