Mombasa: The East African Community (EAC) Council of Ministers has made a significant decision to lift the moratorium on recruitment within the Organs and Institutions of the Community, approving a phased recruitment plan set to begin in the fiscal year 2026/2027.According to African Press Organization, the decision was reached during a Dedicated Meeting held in Mombasa, Republic of Kenya, from August 18th to 21st, 2026. Chaired by the Rt. Hon. Rebecca Alitwala Kadaga, First Deputy Prime Minister and Minister of East African Community Affairs in the Republic of Uganda, the meeting focused on addressing urgent staffing issues within the community's institutions. The assembly included Ministers, Cabinet Secretaries, Principal, Permanent and Under Secretaries, delegates from Partner States, and officials from the EAC.To ensure the continued operations of the community's organs, the Council has instructed the Secretariat to advertise 69 priority positions across all Partner States, initiating the recruitment process promptly. The Council has also sanctioned the use of an electronic recruitment system for hiring staff, aiming to streamline the process.In addition to approving job descriptions validated by experts from Partner States, the Council appointed Ms. Pascaline Balisanga Nyiramutuzo from Rwanda as the Executive Director for the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA) for a three-year term. These steps are anticipated to enhance the capacity of the community's institutions, enabling them to effectively fulfill their mandates and carry out the 7th Development Strategy of the Community, launched in March by the Summit of EAC Heads of State.
