Kuils© Regional Dialogue Framework: Mid-term Development Performance Reviewed in Kaya

Kaya: On July 30, 2025, the Kuils© Regional Dialogue Framework met in Kaya under the chairmanship of Colonel-Major Z. Blaise Ou©draogo, governor of the region. The meeting provided an opportunity to take stock of the region's performance in 2025 at the mid-term stage and to adopt the updated Regional Stabilization and Development Action Plan for the period 2025-2026.

According to Burkina Information Agency, this is a mid-term review of the 2025 performance, deemed satisfactory by Colonel-Major Z. Blaise Ou©draogo, governor of the region, which was adopted by the Kuils© Regional Dialogue Framework (CRD) meeting in ordinary session on Wednesday, July 30, 2025. Emphasizing the importance of monitoring and evaluating progress made in the implementation of the National Development Policy (PND), the governor in his opening speech recalled the mission of the CRD. "Our mission is to provide our fellow citizens with quality services, essential to improve their living conditions in the face of the multiple challenges they face," he noted. The mid-term review presented by the Regional Directorate of Economy and Planning (DREP) highlights both significant achievements and persistent challenges, while paving the way for future actions to strengthen the region's resilience.

The regional mid-term performance report reveals notable progress despite particularly challenging conditions. The assessment of actions undertaken under the regional Stabilization and Development Action Plan (PA-SD) highlights 121 deliverables expected by June 30, 2025, of which 21 have been completed and 38 are behind schedule. The physical delivery rate for deliverables is estimated at 17.36%, while the financial delivery rate stands at 33.22%. The ongoing security crisis and administrative slowness in public procurement remain limiting factors.

Despite these challenges, significant efforts have been made to improve security and access to basic services. Investments include infrastructure renovations and the establishment of humanitarian assistance mechanisms. The region has faced a significant number of IDPs due to the security crisis, but progress has been made with the return of a significant number of IDPs to their places of origin.

For the period 2025-2026, the achievement of 202 expected products, including 138 by 2025. The priorities for this coming period are aligned with the four main pillars of the PA-SD: strengthening security, improving the resilience of populations, rebuilding the State and working towards national reconciliation. The major challenges remain security, budgetary restrictions and the weakness of financial resources. Strengthening the security network and revising action plans with partners could help overcome these obstacles. The total cost of the planned projects is estimated at 58.75 billion FCFA.

To achieve this, regional stakeholders, including local authorities, NGOs and technical and financial partners, are called upon to redouble their efforts to accelerate the implementation of projects.

For the governor of Kuils©, the mid-term review of the 2025 regional PA-SD is an illustration of the region's resilience despite complex conditions. The adoption of the updated plan for 2025-2026 represents hope for the stabilization and sustainable development of the region, with a focus on social cohesion, peace, and economic growth.
