Minister of State Highlights Importance of Well-Drafted Normative Texts for Good Governance

Ouagadougou: Minister of State, Minister of Territorial Administration and Mobility, Emile Zerbo, emphasized the importance of well-drafted normative texts as a cornerstone of good governance, asserting that they must comply with national laws and commitments.

According to Burkina Information Agency, Emile Zerbo highlighted the critical role of clear and coherent normative acts during the opening of the 2025 edition of a training course for ministry and institutional executives in Ouagadougou. He warned that poorly drafted, imprecise, or contradictory texts could lead to application difficulties and interpretation conflicts within the state.

Speaking on the significance of these texts, Zerbo stated, "Normative texts are important for the survival of a state. Legislation, which is today the science that allows us to achieve good governance, must be shared with all our collaborators so that our texts are of better quality." He further explained that these texts form the foundation of virtuous governance and coherent public action.

The training course aims to equip executives with practical tools and methods for drafting high-quality laws, decrees, and regulatory texts that align with Burkina Faso's Constitution, national laws, and international commitments. Zerbo urged participants to engage actively in harmonizing these normative acts.

In 2025, a total of 368 executives are set to benefit from this training, which is scheduled across four sessions in June and September. The initiative underscores the government's commitment to enhancing legislative quality and governance standards.

A normative text's primary function is to establish rules and guidelines essential for virtuous governance, reinforcing the state's operational framework.
