The Secretary General of the Tuy province, Bassidiki Ouattara, chaired, on Friday July 5, 2024, in Houndé, the first session of the Provincial Observatory for the Prevention and Management of Community Conflicts (OPPREGECC) of Tuy.The members of the Provincial Observatory for the Prevention and Management of Community Conflicts (OPPREGECC) of Tuy met in an ordinary session on Friday July 5, 2024 in Houndé with the aim of developing the action plan of the said observatory.On this occasion, two communications were given to the participants.The first focused on the ONAPREGECC mechanism, in particular its achievements and its challenges. The second, relating to community conflicts in the Hauts-Bassins region, focused on the typologies of conflicts and the issues linked to land.It appears that, according to ONAPREGECC data, the Hauts-Bassins region recorded 145 community conflicts in 2023 compared to 70 in 2022, an increase of 107%.Land conflicts occupy first place with 120 cases in 2023, followed by far mer/herder conflicts (16 cases), traditional chieftaincy conflicts (2 cases), religious conflicts and water-related conflicts.Concerning the province of Tuy, the same data reveal that the most recurring conflicts are those linked to land.The reasons may be, among others, usurpation or forced occupation of land, claim of customary right, contestation or claim of land boundaries, illegal occupation of land, and contestation of subdivision.At the end of the presentations, the participants proceeded to develop the action plan for the provincial observatory.This is a three-year plan which outlines the activities of the provincial observatory with a view to preventing and effectively managing community conflicts in Tuy.At the end of the meeting, the Secretary General of Tuy, Bassidiki Ouattara, said he was very satisfied with the quality of the exchanges and welcomed the numerous contributions of the actors who enriched the action plan.
