Kampala: The Commissioner General of Prisons, Johnson Byabashaija, has provided assurances to members of Parliament that inmates in need of specialized medical care, which cannot be adequately addressed by the prison's healthcare services, are permitted to consult their personal doctors. This statement was made in response to inquiries regarding the healthcare provisions for prominent remand prisoners, including Dr. Kizza Besigye and Erias Lukwago.
According to African Press Organization, Byabashaija addressed these concerns during his appearance before the Committee on Defence and Internal Affairs on Thursday, 06 August 2026. The session was chaired by Hon. Robina Rwakoojo and focused on the medical treatment of high-profile prisoners. Kampala District Woman MP, Hon. Shamim Malende, questioned the accessibility of medical services for Dr. Besigye, highlighting the challenges faced by prisoners who require ongoing medical treatment from their personal doctors.
Hon. Malende raised the issue of prisoners who enter the facility while on critical medication and typically have access to their personal doctors. She expressed concerns over the adequacy of the medical services provided within the prison system. The Commissioner General's reassurance aims to address these concerns by allowing specialized medical care through personal doctors when necessary, ensuring that the health needs of all inmates, including those with complex medical histories, are met.
