Ugandan, Rwandan leaders agree on joint approach on insecurity in eastern DR Congo

Ugandan President Yoweri Museveni and visiting Rwandan leader Paul Kagame agreed to push for joint regional peace and stability to address the situation in the Democratic Republic of the Congo (DRC).

Museveni said the problems affecting the region like the crisis in Congo need a collective approach from all regional members of the East African Community, which brings together Uganda, Rwanda, Tanzania, Kenya, Burundi, South Sudan, and DRC, according to a State House statement issued here Sunday.

“This time we must insist on working together because these people have suffered a lot. I told President Kenyatta that if we don’t come in as a region, Congo may become like Sudan,” Museveni said. President Uhuru Kenyatta is Kenya’s president. He hosted a regional heads of state meeting in Nairobi on Thursday regarding the situation in DRC.

President Kagame said leaders and all parties must talk to solve the Congolese crisis once and for all.

“They need to talk without leaving anyone behind,” Kagame said.

The regional leaders’ meeting held in Nairobi directed all armed groups in the DRC to participate unconditionally in the political process to resolve their grievances.

They also directed that a regional force be deployed to fight rebel insurgency in the country.

Kagame is in Uganda on a private visit at the invitation of Museveni. Kagame last visited Uganda in March 2018.

Congolese nationals enter Uganda fleeing from fresh fighting

Humanitarian organisations have reported fresh fighting in the Democratic Republic of Congo (DRC) with an increasing influx of fresh refugees into Uganda via the Bunagana border point in Western Uganda.

The Uganda Red Cross Society (URCS) said the refugees were reporting fresh fighting inside DR Congo and many nationals started entering Uganda, mainly women and children, carrying light luggage and some moving along with animals.

The Uganda Red Cross Society spokesperson, Irene Nakasiita, said their staff had received hundreds of more refugees from Congo who entered Uganda on the evening of Saturday, April 23.

“Our teams at Bunagana have reported an influx and we were handling them, working together with the United Nations High Commission for Refugees (UNHCR) that is providing buses that come and take them to Nyakabande Transit Centre,” said Nakasiita, adding that many refugees claimed that they were fleeing from fresh fighting in Congo.

The Nyakabande Refugee camp commandant, Daniel Kisaamo shared a statement indicating that Saturday fighting resumed inside DR Congo between the Armed Forces of the Democratic Republic of the Congo (FARDC) forces and M23 rebels at a place called Chanzu, which is located just 3km from Bunagana border. The statement indicated that heavy gunpower was heard between 4 pm to 7 pm on Saturday.

The statement indicated that Congolese nationals started running into Uganda and at least 369 asylum seekers were received at Nyakabande Transit Center through Bunagana border. Kisaamo said the total number of refugees at Nyakabande had reached 16, 814 by Saturday.

The Kisoro Resident District Commissioner, Hajji Shafik Ssekandi confirmed that at about 4 pm on Saturday, refugees started entering Uganda.

He explained that the war between the DR Congo forces and the rebels started on March 28, 2022, but on April 8, 2022, the two sides declared a cease-fire and negotiations were still ongoing in Nairobi, Kenya.

“But about 4 pm yesterday, (Saturday), fighting erupted in Chanzu, I was at the border at about 1 pm shortly before that and cargo trucks were entering Congo to Goma but when they encountered fighting, they reversed and are now parked at Bunagana border,” Ssekandi said.

He said that by evening at least 369 refugees had been reported but the number could have gone higher during the night because they continued running away from the gunfire.

He expressed fear of the over-congested Nyakabande camp, saying that the camp was hosting over 16,814 refugees, although this week at least 940 were taken to Nyakivale refugee Settlement. “Those who were taken to Nyakivale willingly applied and filled forms but the Nyakabande camp is now overcrowded, we thought the situation had normalized in Congo,” Ssekandi said

Shilling weakens despite month-end inflows on Monday

Despite month-end inflows, the Uganda shilling weakened marginally on Monday driven by the appetite for dollars from corporate and interbank players, traders said.

The Uganda shilling shed some gains to close the day’s trading at 3525/3535 levels from an opening of 3515/3525 per dollar.

Money markets were liquid according to Absa as the Bank of Uganda mopped sh195b in a three-day repurchase.

US Regulator Approves Gilead’s COVID Drug for Young Children

The U.S. drug regulator on Monday granted the first full approval for treating COVID-19 in children age 28 days and older to Gilead Sciences Inc.'s drug remdesivir.

The move comes months after the agency expanded the drug's emergency use authorization to include children younger than 12 and weighing at least 3.5 kilograms.

The Food and Drug Administration's (FDA) decision makes the drug the first approved COVID-19 treatment for children under 12 years old, the agency said.

The approval is applicable to children who are hospitalized or have mild-to-moderate disease and are at high risk of severe COVID-19.

Twitter CEO Says Company Direction Uncertain After Musk Deal

Twitter CEO Parag Agrawal told employees Monday that he is uncertain of the direction the company will go after Tesla CEO Elon Musk takes over.

Musk reached an agreement Monday to buy Twitter for $44 billion, promising to make the platform more supportive of free speech. The move has raised questions about how far Twitter will go to relax restrictions on users' speech and led critics to fear new policies would make it easier for people to spread disinformation and hate speech.

Agrawal answered employee questions Monday in a town hall that was heard by Reuters.

The news agency reported that Agrawal told employees, "Once the deal closes, we don't know which direction the platform will go." The CEO was answering a question about whether former President Donald Trump would be allowed to rejoin Twitter despite his permanent suspension.

"I believe when we have an opportunity to speak with Elon, it's a question we should address with him," Agrawal said.

Twitter banned Trump after the U.S. Capitol was stormed on January 6, 2021, citing a risk of more violence.

Musk has proposed relaxing the type of content restrictions that led Twitter to suspend the former president's account.

Musk, who is also CEO of rocket developer SpaceX, has said Twitter needs to become a private company so that it can realize its potential for free speech. He has described himself as a "free-speech absolutist."

Reuters reported that Agrawal deferred many staff questions to Musk, who he said would join Twitter staff for a question-and-answer session at a later date.

Agrawal also told employees there were no plans for layoffs.

Musk said in a securities filing this month that he did not have confidence in Twitter's management.

He said in a statement Monday that "free speech is the bedrock of a functioning democracy, and Twitter is the digital town square where matters vital to the future of humanity are debated."

Jon Stewart to Receive Mark Twain Prize for American Humor

A host of celebrities and comedy royalty will gather Sunday night at the Kennedy Center as comedian, talk show host and political influencer Jon Stewart receives the Mark Twain Prize for lifetime achievement in humor.

Stewart, the 23rd recipient of the prize, will be honored by testimonials and skits from fellow comedians and previous Mark Twain recipients. Stewart himself spoke during Dave Chappelle's Mark Twain ceremony in 2019.

The 59-year-old Stewart — born Jonathan Stuart Leibowitz — rose to prominence as a standup comic and host of multiple failed talk shows before taking over Comedy Central's "The Daily Show" in 1999. His 16-year run as "Daily Show" host turned him into a cultural and political force as Stewart trained his satirical eye on both politics and an increasingly polarized national media.

In perhaps his most iconic moment, Stewart went on CNN's popular "Crossfire" debate show in 2004 and challenged the show's entire premise of left-wing versus right-wing debate. Stewart told co-hosts Tucker Carlson and Paul Begala they had a "responsibility to the public discourse" that they were cheapening with insincere political role-playing.

Stewart's appearance rocketed him to new levels of prominence and political relevance and may have sealed the fate of "Crossfire," which was canceled three months later.

Since retiring from "The Daily Show" in 2015, Stewart has become a vocal proponent of a number of social causes and one of the most prominent voices in support of health care for Sept. 11 first responders in New York City. He recently returned to television as host of "The Problem with Jon Stewart" on Apple TV+.

When Stewart's selection was announced in January, Kennedy Center President Deborah F. Rutter hailed his body of work as "equal parts entertainment and truth."

Rutter said Stewart's career "demonstrates that we all can make a difference in this world through humor, humanity, and patriotism."

This will be the first Mark Twain ceremony since Chappelle's in 2019. The award skipped 2020 and 2021 due to the COVID-19 pandemic. Aside from that two-year break, the prize has been presented annually since 1998, with Richard Pryor receiving the first honors.

Other recipients include Carol Burnett (the oldest recipient at age 80), Tina Fey (the youngest at age 40), Eddie Murphy, Jonathan Winters, George Carlin and Lily Tomlin. 2009 recipient Bill Cosby had his prize rescinded in 2018 amid multiple allegations of sexual assault.

Japan’s Shionogi Says COVID Pill Shows Rapid Clearance of Virus

An experimental treatment from Shionogi & Co. has shown rapid clearance of the virus that causes COVID-19, according to new data, the Japanese drug maker said Sunday.

The pill, S-217622, "demonstrated rapid clearance of the infectious SARS-CoV-2 virus," Shionogi said in a statement, citing Phase-2b results from the Phase II/III clinical trial of the drug.

The company has global aspirations for the antiviral pill, which is now being evaluated by Japanese regulators.

The findings released Sunday also showed "there was no significant difference in total score of 12 COVID-19 symptoms between treatment arms" although the drug showed improvement in a composite score of five "respiratory and feverish" symptoms, Shionogi said.

The drug maker said in March it would launch a global Phase III trial worldwide for the drug with U.S. government support, and Chief Executive Isao Teshirogi has said production could reach 10 million doses a year.

Shionogi's shares have been on a rollercoaster on speculation about success of the treatment. The stock climbed Friday after a report the U.S. government is in talks to acquire supplies of the drug.

On April 13 the stock sank by as much as 16% on reports the drug could pose risks to pregnancies, based on preclinical data.
