Burkina: The Civil Service takes stock of the actions to modernize the administration in 2022

The Ministry in charge of the Public Service on Monday took stock of its modernization activities in 2022, in terms of good governance for an efficient and quality public administration, in a context of security crisis.

" The present session of the National Council for the Modernization of Administration and Good Governance (CN-MABG) aims to assess the actions of modernization of the administration and good governance for 2022", indicated the Minister in charge of the Public Service Bassolma Bazié who read the speech of Prime Minister Appolinaire Joachimson Kyélem of Tambèla.

According to Mr. Bazié, the meeting constitutes an ideal framework for taking stock of the implementation of actions and giving new directions, in order to promote a culture of results, in public administration based on user satisfaction.

The first official of the department in charge of the Civil Service spoke Monday in Ouagadougou, on the occasion of an ordinary session of the year 2023 of the National Council for the Modernization of Administration and Good Governance (CN-MABG).

He also specified that this reform decision-making body aims at the establishment of a public development service, results-oriented, support for the competitiveness of the private sector, the increase in wealth and the reduction of poverty.

"The government is aware of the shortcomings of the actions taken and remains convinced that the modernization of the administration and good governance remain a permanent quest which requires continuous vigilance", he argued.

Bassolma Bazié urged the participants to examine the documents submitted for their assessment with rigour, objectivity and pragmatism so that at the end of the work, they have quality documents, likely to contribute to the performance of the public administration and the strengthening of good governance.

The Permanent Secretary (SP) for the Modernization of Administration and Good Governance (CN-MABG), Etienne Kaboré, stressed that the discussions will focus on two reports for the year 2022.

Mr. Kaboré indicated that it will be a question of examining the report of the state of implementation of the actions of modernization of the public administration and that of governance in Burkina Faso.

The exchanges will also focus on the orientations in terms of good governance in 2023-2025 and the various modernization tools within the public administration.

For the SP CN-MABG, the principles of good governance, in particular accountability, inclusion, the fight against corruption and communication must be shared with public administration actors.

“In terms of activities, there are a number of activities that have been carried out which allow us to think that probably we are improving the state of governance in our country”, he continued.

Without union, Africa cannot defeat terrorism, General Burkinabè

Brigadier General Aimé Barthelemy Simporé estimated that Burkina and its neighbors should overcome tensions, to build a “strategic and sovereign Sahelian alliance” against terrorists who ignore borders.

“There are tensions that exist in the sub-region and that is regrettable. We cannot defeat terrorism if we are not united. Africa has this obligation to get along,” Brigadier General Aimé Barthelemy Simporé said Monday during a press conference.

For the Director General of the National Center for Strategic Studies of Burkina Faso (CNES-BF), it is not up to the countries of the European Union and international organizations to define Sahelian strategies for the fight against terrorism.

“ Between us, (we must) have a Sahelian strategic alliance which is both an initiative of our countries and led by our countries in a sovereign manner”, explained the former Minister of Defense, under the presidents Roch Marc Christian Kaboré and Paul-Henri Sandaogo Damiba.

Aimé Barthelemy Simporé then invited the countries in the area of the three borders (Mali, Burkina, Niger) and those located in the south of Burkina (Côte d'Ivoire, Ghana, Togo, Benin), to "quickly resolve all that there are as problems that weaken this cooperation" and unite in "an autonomous and strategic framework" to fight against terrorism.

"Cooperation is a fundamental and even absolute requirement" to defeat terrorism, insisted the senior officer.

General Simporé made this speech during the announcement of the first edition of the Strategic Research Forum, scheduled for July 27 and 28, 2023 in Ouagadougou, under the theme "Strategic breaks and anticipations: challenges, issues and postures for States".

According to the Deputy Director General of CNES-BF, Dr Sampala Balima, this meeting is about capitalizing on several intelligences to better fulfill the decision-making support roles assigned to the centers for strategic studies.

According to the teacher-researcher, this meeting will strengthen the institutional anchoring of CNES-BF, assert its leadership and participate in the diplomacy of influence in Burkina Faso.

Nearly 200 participants from several countries are expected at this forum whose inaugural conference will be given by the former head of Senegalese diplomacy, Cheickh Tidiane Gadio, also president of the Pan-African Institute of Strategies.

As a reminder, the Burkina Faso Center for Strategic Studies was created on February 27, 2020.

Attached to the Presidency of Faso and the Ministry of Defence, it was set up to "meet the needs of the State, in knowledge and expertise on strategic issues related to national security, foreign policy, science, technology and economic and social phenomena".

Orodara: delayed commemoration of Nelson Mandela International Day

The Orodara Remand and Correctional Center (MACO) commemorated Nelson Mandela International Day on Saturday July 22, 2023, also called Mandela Day. The event was marked by several activities.

"Soaking up the conditions of detention for a better resilience of the prison world", it is under this theme that was celebrated this year the international day Nelson Mandela also called Mandela Day.

For the Director of the Orodara remand center (MACO), Mamadou Traoré, the choice of this theme is not accidental.

“It is just to inform decision-makers, economic operators and civil society organizations to look into the difficult conditions of detention, to work to improve them and to admit that those detained continue to be part of society,” he said.

In addition, he said that this day was organized not only to allow people to take ownership of their common home but also and above all to reflect on how to improve the well-being of prisoners.

According to the High Commissioner of the province of Kénédougou, Saïdou Sakira, the objective sought through the commemoration of this day is not only to pay a vibrant tribute to Nelson Mandela, this emblematic figure of the struggle for freedom and human dignity, but also to all people in a situation of privatization of freedom.

This commemoration, he added, also aims to raise awareness about the need to humanize the prison environment in our country.

Godfather Abdoulaye Konaté was absent on this occasion. An absence excused by the organizers who did not fail to express their gratitude and appreciation for his support for the success of this event.

The detainees, through the voice of their representative, seized this platform to submit to the assistance some of their difficulties, among others, the lack of normal windows in the cells for ventilation, the need to vary the meals, the lack of an adequate care center and the defective state of the toilets.

The highlights of the commemoration of International Nelson Mandela Day in Orodara were marked by a radio broadcast, a day of sanitation at the medical center, board games and a reforestation operation at the High Court of Orodara.

The Director's Cup final, which was to be played in the afternoon after the memorial ceremony, was postponed due to rain.

Zondoma/HIMO Recruitment: More than 900 candidates for 175 positions

956 candidates for recruitment for High Intensity Labor (HIMO) work in the municipality of Gourcy, braved the pouring rain on Saturday July 22, 2023 to be part of the 175 elected. Another 175 people will be taken from among the IDPs to make a total of 350 workers.

As part of the project "Facilitate stabilization in the regions of Liptako Gourma" the municipality of Gourcy has launched the recruitment of 175 men and women for the implementation of work at High Intensity of Labor (HIMO). The filing of files opened on July 20, 2023 made it possible to register 956 candidates in two days, including 821 women and 135 men.

In the pouring rain, the candidates stormed the municipal youth service site on Saturday July 22, 2023 for the draw phase to designate the lucky ones.

At the end of this operation supervised by the police, 175 people were detained.

According to the organizers, 175 other people will be designated among the internally displaced by the services in charge of Humanitarian Action, which will complete the list of 350 beneficiaries for the municipality.

Note that this is a project that will be implemented thanks to the financial support of the United Nations Development Program (UNDP).
