Seychelles Prison Services transitioning to Seychelles Correctional Services in new strategic plan

With a focus on restorative justice, inmate management by category, and officer training and development, the Seychelles Prison Services are transitioning to the Seychelles Correctional Services in its new strategic plan, said a top official on Thursday.

Providing media houses with an update on the operations of the institution, the commissioner of the Seychelles Prison Services, Raymond St. Ange, touched on four key areas the service will be focusing on in its upcoming strategic plan for 2024 to 2029.

"The immediate first step is to align our operations to include restorative justice and address the mental health situation, as well as create awareness on the matter as it affects a lot of the people going to prison. A percentage of the prison population has a background of trauma that has placed them on this path, though it should be noted that not all people who are traumatised end up becoming a criminal," said St. Ange.

St. Ange shared that the prison services will be working with other ministries to create awareness and recognise that the environment within the society to which released inmates go back is not the most conducive for their mental health.

Managing inmates by category and separating them into facilities on different campuses is another area of focus. A new remand centre, with the capacity to house 120 people, is currently under construction at Perseverance. This will have holding cells for young girls and boys, women, and men separately.

A second facility for youth offenders will be set up on Praslin for young people who have been sentenced. Prison services will be working closely with the education, health, family and ministries.

The construction of a high-security prison is also within the plan.

"This facility will be built in two phases and we expect it to be operational sometime in 2024. Both phases will see the commissioning of 20 cells that will hold 2 inmates each. This facility will operate under high-security mode - meaning 23 hours in the cell and one hour in the yard. The yard will connect directly with the cell. Visits will be highly controlled," said St. Ange.

The current Montagne Posee prison will undergo work to improve its environment and facilities. A low-risk facility will be built at this location to hold 40 people per unit.

"We will manage Montagne Posee by unit, and this was a recommendation made by the UNODC (United Nations Office on Drugs and Crime). We will also have an induction facility where people who have just been sentenced by the court will come to be accessed and later sent to the appropriate facility," said St. Ange.

The plan will also include officer training and development at training academy levels. The Prison Services are looking to partner with the University of Seychelles, with aim to have the formation based on correction services.

The 2024-2029 strategic plan will also see the Seychelles Prison Services transformed into the Seychelles Correctional Service.

"This is expected to take place in 2025. It is a better fit for us, for the management of the outputs, halfway house, out-client care, and mental health. We need to invest in what we need to do and reach a point where we can offer better services," said St. Ange.

Other key areas include reducing reliance on the state budget, introducing electronic monitoring, encouraging alternative sentencing for certain offences, and bettering health management and care.

"We seek to continuously improve and progress forward. Our staff remain committed to seeing that we do become and are regarded as a premier correctional institution. We are certainly determined to rehabilitate those who have committed crimes and have been convicted to serve their time positively. Our ultimate aim where possible le is to successfully reintegrate back to society those who fell and succumbed to negative influences," said St. Ange.

The Seychelles Prison Services currently hold 285 inmates and 128 remandees.

Seychelles hosts first ever All-African Artistic Dance Championships

Seychelles is hosting the first ever All-African Artistic Dance Championships at the Berjaya Beau Vallon Bay Hotel on Mahe Island where non-elite and masters in artistic dance will clash in a showdown.

The event, which is being organised by the World Artistic Dance Federation (WADF) in collaboration with the Seychelles National Institute of Culture Heritage and the Arts (SNICHA), and the Seychelles National Youth Council (SNYC), is taking place on September 1 and 2.

Around 200 dancers from across six nations will be participating.

The president of WADF, Nils-Håkan Carlzon, who met with Seychelles' President Wavel Ramkalawan on Friday, told reporters "We are attacking Africa through dance, from the Seychelles."

He said that this is the first competition WADF is running in Africa.

WADF is a non-profit worldwide dance-organisation with over 100 years of experience in dance – which also gives non-professional dancers a platform.

"We've been planning it for two years actually, there has been a lot of planning," he revealed.

He added that Seychelles has been chosen to hold the competitions this year as the "organisers have shown a great interest in our association."

On the first day of the competition on Friday, dancers will show off their skills in Afrobeat combats, hip hop, urban and traditional forms of dance from 11 am to 6 pm.

On the second day on, the emphasis will be more on classical, ballroom, and Latin dance.

A welcoming ceremony will be held on Day 2 for all the guests to the All-African Artistic Dance Championships. There are also 13 international personnel who will be among the technical team, including Carlzon.

The championship is classified into different categories namely mini-kids from 4 years and above, juveniles from 9 to 12 years, juniors, youths and adults and masters from 35 years and above.

When asked what spectators may expect from the competition, Carlzon said "a lot of happy dancing, very nice people and good dancing of course. We have representatives coming from Europe and Russia as well; and they are very good dancers, but the big amount of dancers will come from Africa."

"We are very pleased that the dancers and dance schools in Seychelles have such good support with sponsoring as they are able to travel actually," added Carlzon.

He said that there was "a big delegation of Seychelles that had gone to Greece about four weeks."

The winners of the competition will receive their prizes on Saturday night.

MMR stabilises at 8% in August 2023 (BCT)

The money market rate (MMR) stabilised at 8% in August 2023 for the 4th consecutive month, according to statistics published on Friday by the Central Bank of Tunisia (BCT).

Compared with the last two years (2021 and 2022), this rate went up from 6.26% in August 2021 to 7.03% in August 2022, and now stands at 8%.

The rise in the MMR is mainly due to the upward revision of the BCT's key rate on a number of occasions in recent years, in order to counter inflationary pressures.

Tunidex closes Friday session with slight 0.04% gain

The Tunisian stock market index (Tunindex) closed Friday's session on a positive note, registering a gain of 0.04% to 8942.5 points, with a trading volume of TND 2.350 million, according to the Tunis Stock Exchange.

The biggest gainers were TGH shares, which rose 3.63% to TND 0.57, followed by SIAME shares, up 2.19% to TND 3.72, and TPR shares, up 1.60% to TND 5.08.

On the other hand, the most notable declines were recorded by ECYCL shares, which suffered the biggest setback with a fall of 2.57% to TND 13.98, BL shares, which dropped 1.86% to TND 2.10, and LANDOR shares, which posted a decrease of 1.49% to TND 5.91.

Tunindex rises 1.1% over the week

The Tunis Stock Market Index (Tunindex) rose by 1.1% over the week (from August 28 to September 1, 2023) in modest volumes, closing at 8942.58 points, bringing its performance since the beginning of the year to 10.3%, according to the weekly analysis of Tunisie valeurs.

Throughout the week, volumes were low, totalling TND 13.3 million, or a daily average of TND 2.7 million. There were no block trades during the week. GIF, ELECTROSTAR and UADH stocks led the pack with performances of 37.5%, 19.4% and 14.3% respectively.

The public tender offer for these companies was postponed following a ruling by the Tunis Court of Appeal. Trading in these shares resumed on August 25.

Shares in Tawasol Group Holding were among the week's biggest gainers. The holding's share price rose by 11.8% to TND 0.570, attracting a volume of TND 54,000 for the week.

Ciments de Bizerte was the worst performer. The cement company's shares fell by 7.9% to TND 0.930 on a meagre trading volume of TND 5,000. Délice Holding was the most traded stock of the week, losing TND 1.9 million or 14.3% of its value.

- Banque de Tunisie (BT) reports a 16% year-on-year increase in net profit to TND 76.4 million. The net banking income surged by 11% to TND 227 million at the end of the first half of 2023, according to the bank's financial statements as of June 30, 2023. BT logged a 16% annual increase in net profit, revising its risk cost downward by TND 3.5 million to TND 29.4 million.

- BNA saw an 18.2% decline in its net profit as of June 30, 2023. The half-yearly financial statements of BNA reveal a net banking income increase of 10.8%, nearing TND 500 million. However, the first half of the year was marked by a surge in risk costs, which rose from TND 148.2 million to TND 206 million. Consequently, the net profit dropped by 18.2% to TND 90.2 million.

- SITS recorded a 52.5% decrease in its net profit to TND 192,600 at the end of the first half of 2023. The half-yearly financial statements for 2023 of SITS show a significant drop in revenue, plummeting by 54.8% to TND 976,000. By the end of this first half, the property developer incurred an operating loss of TND 3,600, compared to TND 310,000 in the first half of the previous year.

The net profit decreased by 52.5% to only TND 192,600 at the end of the first semester of this year, down from TND 405,900in June 2022.

- UBCI saw a 9.37% decrease in its net profit to TND 25.2 million as of June 30, 2023. At the end of the first half of 2023, UBCI's net profit stood at TND 25.2 million, marking a decline of 9.37%.

The bank achieved a 5.9% increase in its net banking income, reaching TND 151.8 million compared to TND 143.4 million a year ago.

CERTE presents greywater treatment pilot project using green wall

A "greywater treatment" pilot project using a green wall, carried out by the Tunisian Centre for Water Research and Technology - CERTE under the Nature Based Solutions for Domestic Water Reuse in Mediterranean Countries-NAWAMED project, was presented on Friday in Tunis.

Funded by the Cooperating Across Borders in the Mediterranean (ENI CBC MED) up to 90% with 10% co-financing from the Tunisian government, the NAWAMED project aims to encourage the transition to an integrated approach to water management and the efficient use of non-conventional water resources in Mediterranean countries, said CERTE Researcher Latifa Bousselmi.

The green wall is a system for treating unconventional water resources that is based not only on expertise in civil engineering and hydraulics, but also on close collaboration between experts in water management, agronomy, process engineering, sanitary engineering, architecture, landscape, etc., she further indicated, adding that this multidisciplinary approach helps make a holistic view and develop a sustainable solution, she added.

"This wall, as a plant system, can encourage the creation of an ecosystem and improve biodiversity. It reduces local temperatures and absorbs air pollution. It is also a component of green, sustainable cities, providing adaptation to climate change impacts," she pointed out.

This pilot experiment, conducted in collaboration with the Tunisian National Institute of Agronomic (INAT) and "Les Jardins d'El Menzah" student dormitory, is based on the use of innovative, sustainable, water-saving and low-cost technologies and measures.

It is a sophisticated treatment reactor in which greywater, plants and substrates interact to eliminate or absorb pollution or nutrients. It is made up of a mixture of substrates chosen for their absorption and filtration capacities, or to play a specific role in the treatment process.

These substrates, together with the various plants that have been selected, allow several bacteria to develop at the roots of the plants, which contribute to the treatment. Once the water has been treated, it is stored and disinfected by UV radiation for use in flushing toilets. This advanced technology helps make the most of unconventional water by using it in a circular way.

Taking the floor, expert in non-conventional water resources managemnt Ahmed Ghouabi pointed to the need to make the most of greywater in order to address climate change and water stress, especially as it can be treated using simple technologies.

Greywater accounts for almost two-thirds of domestic wastewater, he indicated, calling on the State to adapt its water policies to the new challenges and technological developments in the Tunisian context.

Saïed dismisses CEO of SOTUGAT and SERGAZ

President Kaïs Saïed has dismissed by decree the CEO of the Trans-Tunisian Gas Pipeline Company (SOTUGAT) and the Trans-Tunisian Gas Pipeline Service Company (SERGAZ), Moncef Mattoussi, the Presidency of the Republic announced Friday.

The trans-Tunisian gas pipeline ensures the supply of natural gas (Algerian gas accounts for around 65% of national consumption between royalties and purchases) and mobilises resources for the State budget (524 million dinars in 2018), according to the Ministry of Industry, Mines and Energy.

Tunisia has concluded an agreement with Italy to extend the operation of the "Trans Tunisian" gas pipeline for a period of 10 years, approved by Law No. 2019-63, the same source points out, specifying that Italy will bear the cost of investment, maintenance and the budget of the companies (SOTUGAT and SERGAZ) and the creation of 460 new jobs, including the PMS service company.
