The governors of the thirteen regions of Burkina Faso, on Tuesday, appropriated the contours and implications of the law establishing monitoring and development committees (COVED), aiming for more qualitative governance and more inclusive for the benefit of citizens, in accordance with the guidelines of President Ibrahim Traoré.
“Entrusted with the mission of representation and permanence of the presence of the State, coordination and animation of the implementation of public policies in their respective jurisdictions, the heads of administrative district (CCA), in the current context security crisis, face operational difficulties in carrying out their missions.
Also, in order to enable them to better overcome these difficulties, it seemed relevant to initiate capacity building sessions for district heads for greater efficiency and performance,” indicated the minister in charge of territorial administration. , Emile Zerbo.
For Mr. Zerbo, this training is part of a “new organizational dynamic for more inclusive citizen participation at the grassroots”, defined by the Head of State, Captain Ibrahim Traoré.
“It is in this political vision that the government established the Monitoring and Development Committees (COVED) with a view to decisively transforming social development by emphasizing citizens' awareness of their responsibility in building a world that aims to be more human, a world where being absent will be felt by the rest of the social body as a major void to be filled,” he noted.
According to him, the organization of capacity building workshops for heads of administrative districts aims to equip them for more qualitative governance for the benefit of citizens.
“In view of the above, it seems important to me to specify that this workshop is intended to be a crucible of exchanges which should allow you to take greater ownership of the elements necessary for the success of your mission in general and of the implementation process. in place of COVEDs in particular,” he concluded.
For the Director General of Territorial Administration, Jean-Pierre Vogna, it seemed relevant to ensure that the heads of administrative districts could come together to share their experiences in terms of managing the difficulties they face.
Above all, it will be a question of pooling the different responses “that we provide to the different difficulties in order to best satisfy our populations who are in need or who face a certain number of difficulties”.
For Mr. Vogna, it is also important that governors can take ownership of this law (on the establishment of COVEDs) because the process of implementation from the base will take place in the different administrative districts for which they have control. responsibilities.
