Burkina: The Minister of Defense denounces the anarchic sale of military effects

The Minister in charge of Defence, Colonel-Major Kassoum Coulibaly, denounced on Tuesday the anarchic sale by third parties of military effects. He promised to seize the Transitional Legislative Assembly to clean up the environment.

"The public sale of military effects as currently observed is carried out in total anarchy, but it must be recognized that on the question, there is a legal vacuum which is exploited", indicated the Minister in charge of Defense, Colonel-Major Kassoum Coulibaly.

According to the authority, some of these military effects come from second-hand equipment (“France-Aurevoir”) and others could come from surplus official imports.

For the Minister, this last situation could result from a lack of upstream control at border level.

The Minister of Defense and Veterans Affairs, Colonel Major, Kassoum Coulibaly, answered an oral question on Tuesday from deputies Pawindé Edouard Savadogo and Samadou Ouaré of the Transitional Legislative Assembly.

For Mr. Coulibaly, as a police measure and outside the legal framework, there have been seizures in the past of items of clothing intended for the FDS in over-the-counter sales and the closing of businesses.

"This was the case during the period of operations to combat organized crime, but also the day after the terrorist attack against the General Staff of the Armed Forces and the French Embassy in Ouagadougou, on March 2, 2018", did he declare.

According to him, in practice, some sellers, on the recommendations or advice of the Internal Security Forces, only deliver the items requested on presentation by the customer of a professional identity card but without keeping a register.

"In any case, in the absence of formally enacted rules, no real coercive measure is possible and the evolution of the rule of law has always accompanied that of human society for more social harmony", a- he added.

For the minister in charge of defence, the interpellation of deputies can be considered as the expression of a citizen watch, of an increase in the level of vigilance as desired and "which cannot therefore remain without follow-up with regard to the particular context in which we live.

"To this end, your august assembly will be appropriately seized to help us regulate the sector which is the object of particular attention at the level of the police and gendarmerie services", he concluded.
