Organisations and associations concerned with the elections have presented a series of recommendations to all those involved in the electoral system, starting with the Assembly of People's Representatives (ARP) and the Independent High Authority for Elections (ISIE). At a press conference held by these organisations in Tunis on Tuesday, Hamza Omar, a political analyst at the Carter Center, said "these recommendations, which were drawn up over a three-month period in collaboration with the Carter Center and with the participation of a group of experts, can be adopted in the long term for electoral reforms". These recommendations are addressed to all stakeholders in the electoral process, in particular the ISIE, he added. Hamza Omar also noted that it was recommended that the ISIE intensify voter awareness campaigns, in particular by setting up joint programmes with relevant ministries, civil society organisations and the media, in addition to updating the electoral register. It also called for tighter monitoring of electoral campaigns to deal with any kind of irregularity, and for the creation of a joint application between the commission and the electoral judge to facilitate access to data relating to disputes. As for the recommendations addressed to the ARP, Hamza Omar explained that they focus on improving the legal framework. They centre on three main areas: compliance with international standards on elections and political representation of young people, people with disabilities and women; revision of the legal framework in line with the new constitution; and resolution of electoral disputes.
