The special municipal delegation holds its second extraordinary session of 2024

The prefect, President of the special delegation (PDS), Valentin Badolo chaired the second extraordinary session of the year 2024 of the special municipal delegation of Zorgho on April 17, 2024. The agenda was marked by discussions on the Program for Resilience, Local Governance and Basic Services (PREGOLS), the taking of strategic deliberations and an important communication from the regional planning directorate of the Central Plateau. The secretary general of Zorgho town hall, Ludovic Sanou, presented PREGOLS as a government program financed by the World Bank. According to him, its main objective is to strengthen administrative deconcentration and decentralization for better service delivery at the level of local authorities. Indeed, the program aims to promote decentralization and deconcentration reforms, thus strengthening the efficiency of technical services and local authorities. Specific objectives include systematic birth registration, effective management of skills and resources, and provision of q uality basic services. The evaluation of the performance of local authorities for the year 2021, as part of this program, gave the municipality of Zorgho a score of 61 points out of a total of 95, which earned it an allocation of 65 million 141 thousand 160 CFA francs. This amount was included in the municipal budget to finance various initiatives such as staff training, the organization of accountability days, the acquisition of computer equipment, office furniture and the construction of a modern archive room. . The session also saw the adoption of important deliberations. The first authorized the modification of the amending budget to integrate the PREGOLS allocation and readjust the allocation of the Local Development Mining Fund. The second deliberation focused on the obligation to pay for trash bins by applicants for authorizations to open drinking establishments and occupy public property, a measure which according to the PDS will contribute to improving hygiene in these spaces . Finally, the region al director of town planning for the Central Plateau, Obagnin Soulama, took the floor to present the responsibilities of his structure and the regulations concerning urbanization and real estate development. He expressed the availability of his department to support the populations in these areas. At the close of the session, the PDS, Valentin Badolo thanked the regional director in charge of town planning for the clarity of his communication. He also thanked the members of the special delegation for their effective presence and the quality of the discussions.
